Please explain your issue is in as much detail as possible.
Menace rewards are supposed to scale based on the number of empires in the galaxy at game start, 0-6, 7-12, 13-18, 19-24, or 25+. However this only counts the number of AI empires, so when playing in large MP games with no AI anyone becoming the crisis scales up to 5 times faster than they should be, and any game with more than 6 players will have a crisis empire scale faster than it should.

Steps to reproduce the issue.
Start a MP game with no AI and a bunch of players. Give yourself the crisis perk and check menace rewards.
