auto explore failing despite lots of available systems to explore all within reach just at the border of my empire

Using auto explore fails to find any system to explore. I have lots of them, mostly black
Steps to reproduce the issue.
just try to hit auto explore.
I think this might have to do with some of those systems being black holes due to being devoured by the crisis, and were fully explored before they got devoured. however not all of the affected systems are
