Please explain your issue is in as much detail as possible.
The bulwark shield strength and hull drain effects from Tiers 1 and 3 of bulwark are applied through a starbase aura added as a component on every starbase in a bulwark's territory. Because of this, when an attacker invades and occupies a bulwark's starbase, the aura components are flipped to aid the attacker instead of the bulwark creating a double-edged sword from the effects.
Attacker ships gain +100% shield strength in occupied systems and the bulwark's fleets are affected by the hull drain in these systems.

It feels like these components should be disabled instead, rather than left on during occupation else bulwark defenses become a penalty

Steps to reproduce the issue.
1. Have/be a bulwark
2. Have another empire occupy the bulwark's territory
3. Hover attacker's fleet to view +100% shield buff while in occupied system and/or move a bulwark fleet into the system to view hull drain

Just encountered this today and couldn't figure out why my fleets were at 50% health after attacking undefended, un-upgraded starbases. Brought my current Ironman game to an end. Never mind, I'd only sunk about 20hrs into it... :rolleyes:
