Please explain your issue is in as much detail as possible.
I was playing a modded game of Stellaris when I got the psychic ascension, and any pops that had the Assimilation citizenship would never become psychic and instead remained as assimilating indefinitely.

I used debug to use "event action.65" to instantly assimilate them, but that didn't work at all for some reason. I used debug to change their citizenship, then changed back to assimilation and that didn't work either. I even downloaded a patch mod for 2.2.6 where this was a problem. It fixed the assimilation issue, but 10 empty event boxes would pop up every day so it means that this method isn't a viable fix either. I thought it might be a mod issue, so I started a new game with no mods, and used debug to psionically ascend and put a couple of non-psychic pops on my capital. No dice, even when using event action.65

My brother (who only plays vanilla) has been facing the same problem tried and succeeded in reproducing the issue, but the pops were successfully assimilated when he reloaded the save

Steps to reproduce the issue.
Get Mind Over Matter
Finish Psionics tradition tree
Add non-psychic, non-gestalt pop(s) to a planet
Set citizenship of said species to Assimilation

Event action.65 is completely ineffective

This is related to this bug, due to being modded it has some variance, but generally assimilation is supposed to tick into the dominant species, especially with psionics.
