As custodian and in a federation, I cannot invite new members to my federation.

Please explain your issue is in as much detail as possible.
I'm in a federation that I founded, galactic union type, invitation law set to "president only" and I'm the president, and the option to "invite to federation" does not show up on any AI empire at all. However, if I change the law to "majority" then occasionally, a member of the federation will initiate a vote to invite an associate member.

Steps to reproduce the issue.
Be the custodian and in a federation.
Want to invite a friendly AI empire to the federation.
Not see the option at all, even greyed out on the interaction list.

(this is an ironman save and I became the galactic emperor since I figured my federation wasn't going anywhere)
