Aptitude Tradition and Meritocracy Civic do not give +1 trait option to all leaders [Pyxis v3.10.0] [462c]

Please explain your issue is in as much detail as possible.
+1 Leader Trait Option does not apply to all leaders equally. Legendary Leader Keides was given only 2 trait options at level 2 but 6 trait options at level 3. It should be noted that Keides leveled up to level 2 from the first of the Relic Visions projects that is tied to Keides's story. When noting other leaders, they also had varying trait options while no other variables changed besides the leader's level. Total trait option range was 2 trait options minimum and 6 trait options maximum.
Steps to reproduce the issue.
Level up a leader with the Meritocracy Civic or the Aptitude tradition.
