Playing Brocken Shackles empire with Shared Burdens. Getting into federation with another democracy. Then I enlighten primitive hive - and get this event. I think this is a bug and should not trigger for gestalts (especially for hives - they cannot help themselves and are not byproduct of some greedy aliens that needs to be dismantled) who are not slavers per se - they have no access to slaver policy even
