Amplifier trait (and maybe Mindfulness) increases Empire Sprawl instead of increasing Admin Cap. [2.8.1] (dcfe)

Game Version

What version do you use?

What expansions do you have installed?

Do you have mods enabled?

Please explain your issue is in as much detail as possible.
Assigning an Amplifier governor to a sector increases empire sprawl and not admin capacity. None of the mods I have in any way affect buildings, pops or jobs.

Steps to reproduce the issue.
Added and removed different governors.
