All dlc corrupted

All of my dlc's are corrupted and the game no longer works with them installed. Mods don't affect anything it works just fine with them. I can make empires with the dlc's but if I try and access anything in game such as perk trees the game just crashes. I've done a clean reinstall a few times and it hasn't worked at all steam still says the files are fine.
Steps to reproduce the issue.
The game crashes any time i try and use anything updated by dlc's such as the perk trees
