Alert claims pops are declining due to overcrowding - on planet with 138 free housing [3.4.3] [9d15]

Not sure what's happening here, I suddenly got an Alert that pops are declining due to overcrowding, but the planet is not overcrowded. A robot pop is indeed declining, but I am not sure why.
Possibly it is related to the Gestalt fallen empire who lived on this planet before I purged them (they were gestalt robots, I had no choice) but as far as I can see they are all gone, and they should not trigger this alert anyway.
