AI specialised vassals that have their contracts changed by the AI lose their subsidies and taxes (3.6.1) (a6c5)

Please explain your issue is in as much detail as possible.
It looks like when the AI vassalizes another AI and turns them into a specialised vassal (bulwark, scholarium, prospectorium) and then later changes the contract, their contracts are broken, missing the taxes and subsidies that usually would be included. This is consistent with bulwarks and scholariums, while prospectoriums keep their -30% research subsidy but lack everything else.
As the taxes/subsidies are missing, it means the AI does not benefit at all from having a scholarium, has an active detriment from having a prospectorium and lose the loyalty bonus from the bulwark basic resource subsidy.
The normal tax and subsidy details are restored when the vassal reaches T2 in any form of specialisation, if they ever reach T2 with the overlord's loyalty management as the bug is caused by the AI itself changing the contract, so any default contracts override the bug temporarily until the AI changes it again.
Steps to reproduce the issue.
1. Observe a game in progress
2. Find an AI with a natural specialised vassal
3. Observe missing taxes/subsidies
(attached save has a bulwark (vassal under Hierarchy of Kirill) and scholarium (under Holy Reshethian League))
