Please explain your issue is in as much detail as possible.
The AI weight for indentured servitude is massively high, making AI only use indentured slavery except in a very specific case and ignore all the other options. This might be intentional but it seems a bit odd because then what's the point of giving other slavery type some weight too? It doesn't look intentional.
Steps to reproduce the issue.
Observe how slaver empires handle slaves and/or check common\Stellaris\common\species_rights\03_slavery_types.txt line 136
