AI Not Rebuilding Destroyed Capital Starbase

Please explain your issue is in as much detail as possible.
After observing a long AI-only game, I noticed something odd during the crisis. An AI empire that was only using 1/2 of its naval capacity. They obviously had the alloys, constantly bouncing off of the cap, but due to an energy deficit, they wouldn't be able to pay for the fleets, and thus, didn't build any. Now, I can understand not building ships they can't pay upkeep on. But why couldn't they afford the upkeep? Apparently, if any of the entities that can DESTROY starbases, takes out their capital starbase, they will never upgrade it again, unless they go back under their starbase capacity.
Understandably, that can cause some issues. Trade routes, must route not only to the capital, but specifically, an UPGRADED starbase at the capital.
This means that all trade value the empire is producing, just ceases to exist, the moment that capital starbase falls, and if the AI never upgrades it again, then they will be wasting every last bit of trade, until the end of time. It seems that a special "upgrade at all costs" clause is needed specifically for those empires that collect trade value, to make sure that their capital starbase is ALWAYS upgraded to a Starhold, or higher.
Otherwise, these poor empires will keep on wasting away!
I have included the steps along the way of forcing them to upgrade, showing the newly restored economy, and then, of course, the effects of its destruction, once more.
