AI issue with Hegemony origin

Please explain your issue is in as much detail as possible.
When I chose the hegemony origin for my first 2.6 empire (which was a megacorp) I began experiencing some issues a few years into the game where the AI of my federation members was commanding their ships to go to the starbase in my home system, and then the next day telling the ships to head back to their home system. This looks pretty weird as the ships are constantly turning, but it doesn't appear to have much of an effect on the actual gameplay.

Steps to reproduce the issue.
1) Choose Hegemony as an origin
2) You may need to choose MegaCorp as your gob type, although I expect you don't need to due to the nature of the issue
3) Play through the first few years of the game, and keep an eye out for fleets in your home system.
4) Take note of fleets from your federation members going to your starbase, and then turning around shortly after to head back (and doing this lots).

Hi, thanks for the report, just to make sure, since your version doesn't mention this, have you encountered this behaviour in 2.6.0 or 2.6.1?
