Please explain your issue is in as much detail as possible.
I've done extensive testing to find the cause of this. And this has quite a drastic negative affect on the AI's ability to wage long distance offensive wars.

After declaring war the AI immediately sends it's fleets out to take down a starbase, once the fleets come in contact with a planet it must occupy, the fleet falls back, returns into it's space to retrieve and escort the transport ships. On paper, that's good, to protect the transports. However in an allied war, i've found that the larger the distance, the worse it is. My ally would come in, knock out the starbase and then head back home to retrieve the transports, it could take years to come back for the planetary invasion, by which time the system is lost. This also happens with enemy fleets providing (sadly) an easy time, with no resistance to my invasions as their fleet would attack initially and vanish for months.

2. The AI will often ignore perfectly useful transports that are close to the front lines, in favor of going back home to get another one. Causes large delays in offensive wars.

Steps to reproduce the issue.
Observe nations at war, and in particular what happens when they come across a system where there is a colony. The AI will then fall back deep into it's space to retrieve transports, this occurs almost 100% of the time.
