Please explain your issue is in as much detail as possible.
If one of the Ancient Relics precursors spawns one of their archaeological site in another empire, said empire seems unable to excavate said site, thus making it impossible to progress through the precursor storyline.

It might be intentional to make AIs unable to steal rewards, but as the final precursor reward eclipses anything else and the home systems are forced to spawn adjacent to their discoverers, this is infact a massive disadvantage to the discoverer.

It might also be that the AI has simply not gotten aroudn yet, but in my game it has been ~60 years since that site popped up and they have plenty of science ships flying around, but that site is completely ignored.

Steps to reproduce the issue.
1. Get either the Baol or the Zroni
2. Have them spawn one of their archeological sites in foreign territory
3. Wait, and wait, and wait.
