Advanced AI Start empires spawn even when disabled [2.6.1 beta - 65d2]

Please explain your issue is in as much detail as possible.
I started my game with Advanced AI Starts set to 0, and set out to a calm and peaceful game of being friends with everyone.

To my surprise the system right next to my homeworld is a planet owned by an advanced start devouring swarm. The horrors!

While I appreciate the feature of SURPRISE FUN, it should probably be fixed.

Hi, thanks for your report, this is actually not a bug but a result of another empire in this galaxy being spawned with the Lost Colony origin, their mother empire will always appear as advanced empire in this case.
