Add_modifier multiplier parameter not working quite right within faction scope (faction_approval modifier)

Please explain your issue is in as much detail as possible.
So, when you use add_modifier on the pop_faction scope AND apply a multiplier, it does not always work correctly, using negative multipliers wont be taken in to account properly by the pop faction. (But WILL print correctly in the event tool tip)

see faction.png for how it looks in the faction approval on a correct faction, see the faction_should_show_neg_1000.png for the -1000 (per tooltip) actually showing as a positive value!
