Other ones I have thought of:

The Church of the Galaxy - Be the founder of a religion which all FTL civilizations officially worship.

Guns Under the Table - Secretly assassinate a leader of another FTL civilization .

There Has Been A Change in Policy - Secretly fund a rebel group that successfully overthrows a hostile FTL civilization into becoming friendly.

A Family Affair - As a monarchy, be in a war were two other war participants who are also related (so either same dynasty or different dynasties married together).

Deficit Spending - For a period of at least 50 years, run a yearly deficit and not go bankrupt.

Neutrality Acts - During the entire course of the game, do not declare an offensive war on any FTL civilization.
