Wouldn't that be xenophobic? I know that the Imperium of Man, which you refer to, was spiritualistic but that is not related to the quote, and makes far less sense than xenophobia (something the imperium is also known for).
It was my understanding that part of the reason the Imperium is xenophobic was because of their religion. Either or is fine by me of course, I just thought it'd be an interesting reference haha.
