Please explain your issue is in as much detail as possible.
On planets I'm currently colonizing, I'm able to go in and begin blocker clearing, which does not seem to then progress until all at once when colonization finishes. This happened in 3.0.2 as well.
The only mods I'm using are tiny outliner and some music changing.

Steps to reproduce the issue.
Colonize planet with blocker that you have the tech to clear.
Open Features menu on it.

AFAIK this is not a bug. It has been forever possible to start clearing blockers while colonizing.

Hmm, I feel like changing the landscape should be easier before people are living on it.
