Please explain your issue is in as much detail as possible.
The AI chooses its capital designation way too early ingame. In my testgame it was at month 6 of year 2200. Those AI empires who happen to choose factory designation for their capital end up without any alloy jobs. As they dont have any colonies yet. This leaves them with only the +5 base alloy income, severely hampering their ability to expand, build a fleet or establish a colony. All other empires which happen to either be gestalt or choose another capital designation as a result rush ahead, while the factory AI dies or turns itself over as subject.
Also something strange seemed to have happened to the relic world capital of the advanced ganvius empire in my savegame. For some reason the planet doesnt have any energy districts (they also went for factory designation).
Steps to reproduce the issue.
Start a game and go into obseve mode. Watch non-gestalt empires and see when they set their capital designation. Especially non-advanced AI empires with factory capital will severely underperform.
