Please explain your issue is in as much detail as possible.
For some resolutions, when calculating AI weight, potential breach of the incorrect resolution is considered. This causes the 0 weight multiplier to be applied incorrectly.

Offending cases I have found so far are:
* resolution_defenseprivatization_security_business (/common/resolutions/02_resolutions_overlord.txt)
* resolution_defenseprivatization_corporate_warlords (/common/resolutions/02_resolutions_overlord.txt)

I should be able to check for further cases with a Python script in the coming few days.

Steps to reproduce the issue.
Option 1: Search through the specified files.
Option 2:
* Start up any game and play until Galactic Community establishes. (Existing game will work)
* Progress the first three tiers of the "Defense Privatization" resolution group and propose the fourth.
* Observe that even empires currently at peace have the "In breach of this resolution" AI weight malus.
