[3.7.4 (b646)] Resource shortages when your only expenditure is edicts don't really make sense

(Only mod is the test branch of the Storm Cluster MODJAM2022 crisis, which isn't going to do anything until midgame and hasn't thrown anything to error.log besides the two expected overwrites.)
Please explain your issue is in as much detail as possible.
I encountered the Muutagen Merchant Guild early, and started using rare crystals bought from them (and the market, since their deal unlocks crystals there) to fund the Crystalline Sensors and Focusing Crystals edicts. I have no other rare crystal income or expenditure.
Steps to reproduce the issue.
1. Have access to a rare resource without the ability to produce it yourself.
2. Use the corresponding rare resource edicts until your stockpile is drained.
Suggestions
1. If a resource shortage situation would trigger, it should first deactivate any edicts consuming that resource if possible, and then only fire the situation if income is still negative.
2. Whenever the game automatically deactivates an edict, it should notify the player.
3. Edicts using a resource you have a resource shortage situation for should be disabled until the situation is resolved.
4. Possibly the situation's penalty should be suppressed if you have 0 expenditures of the resource. It doesn't make sense to me that my energy weapons deal -30% damage due to the shortage, despite not actually using/costing rare crystals in any way with Focusing Crystals deactivated.

- If you forget to keep the stockpile topped up and it runs out (keep in mind I'm on an early game economy so I'm only buying 10 at a time from the market and always have the low stockpile alert), the game fires a resource shortage situation instead of canceling the edicts. The situation is entirely preventable but only by the micromanagement of remembering to regularly check tooltips or the strategic resource dropdown.
- I wasn't using a monthly trade because my income was only negative in months I've got fleets in battle and am using Focusing Crystals. The upkeep for Crystalline Sensors is less than the 1/month I'm getting from the traders.
- While the situation is active, it secretly toggles the rare crystal edicts off every month without telling you. It does NOT prevent you from activating them or tell you about this in any way.
- The Recycle Materials situation approach is available even though I have no building or districts with rare crystal costs or upkeep. I can toggle it on and gain the penalty but no benefits.
- The Invest in Crystal Production situation approach is available even though I have no access to Translucers or any other rare crystal producing job. At least this one simply has no effect when used, though.
