[3.7.4 (b646)] AI not forced to surrender when it has no fleet, shipyards, starbases, or unoccupied planets

All except Toxoids.

Do you have mods enabled?
Yes
(Only mod is the test branch of the Storm Cluster MODJAM2022 crisis, which isn't going to do anything until midgame and hasn't thrown anything to error.log besides the two expected overwrites.)

Please explain your issue is in as much detail as possible.
The Sidimatan Imperium (ID 2) is in a vassalization war with the Elaaminan State (ID 6).

The Elaamminin State's only planet and only starbase are occupied, it owns no military ships of any kind and has no ability to produce more, it doesn't have contact with any entity that can sell or rent it fleets, and it is refusing to surrender because there's a single system the Sidimatan Imperium has claimed but not occupied yet.

Meanwhile the Sidimatan Imperium is directing its fleets to attack random nearby systems instead of the lone loadbearing claimed system that should cause it to instantly win the war, causing it to drag on far longer than it needs to.

Steps to reproduce the issue.

Even if they take that system that is claimed, they don't have the acceptance to force the empire to surrender and become their vassal. Still need more War Exhaustion or Occupation. So they have to target more systems, anyway, or let it time out. The AI should actually care a bit more about targeting their claimed systems, however.

I guess the theory is, "Hey, they could build a new shipyard and a colony ship", hence the reason the war doesn't automatically end at this point. But with no habitable worlds in unoccupied space to colonize, they would have no way of actually doing anything, like building armies to take back their capital with.
