Please explain your issue is in as much detail as possible.
I found a single system outside the galaxy, which was only reachable by jumpdrive. I killed the machine fleets there and built an outpost for 1000 influence (as the system is not connected). Then I started to survey the digsitee at the observation terminal ruined machine world. I also built a habitat above this planet. After finishing the digsite I got the option to leave it be, get 80 observer bots, or create a vassal empire out of the machine world with 80 observer bots. I chose to create the vassal as I wanted to see the ruined machine world turn into a real one. After doing so I wondered why the newly created machine empire was unable to create new machines. I found the answer after looking at the habitat, which the machine empire colonized later. The observer bots lack the machine trait. They do not die, but they can only grow organically.
Steps to reproduce the issue.
Find the remote machine system. Do the digsite. Choose the option to create a recalibrated observernet machine empire. Check the traits of the bots inhabitating the planet. They lack a machine or robtic trait.
