[3.7.2][e793] Broken localisation with Payback Origin

Please explain your issue is in as much detail as possible.
There is missing loc for one of the events when you have the payback origin. Since I was on ironman I could not use the debugtooltip command to see what event ID this is. Also noticing a fair number of scope errors in the logs
Steps to reproduce the issue.
Start with payback origin
Have another empire that formed from your species that was stolen by the MSI
Have them contact you
