[3.7.2-Canis Minor] (e793) Medium Intel (from Base Intel: 30) pop count inconsistencies

Please explain your issue is in as much detail as possible.
With 3.7.2 (I don't remember this behavior with 3.6 - I suspect it's a regression...), Medium Intel level in a system, i.e. that conferred by a base intel of 30 against the system owner, doesn't show the count of pops on colonies when you click on the colony and view the colony details UI. But the tooltip from hovering the mouse over the colony does.
Clearly something is inconsistent and incorrect about that.
Steps to reproduce the issue.
1. Have base intel of 30 (e.g. from the base intel techs - but not the sentry array, spying, etc.) on a system owned by an empire. In my case I'm looking at a Militant Isolationist colony but I doubt that matters.
2. Have a system intel of Medium that is just from your base intel level.
3. Observe that clicking on the colony doesn't show the count of pops.
4. Observe the mousing over the colony *does* show the count of pops.
