[3.6.1-Orion] (a6c5) Can't use Decisions at an owned planet in a system with disputed ownership

Please explain your issue is in as much detail as possible.
For some (arbitrary) reason, Decisions can't be enacted on an owned (not just occupied) planet if the system has contested ownership. That's annoying, and doesn't seem to provide value (once you own the planet you can easily resettle all the pops, genemod them, or destroy all the buildings anyway etc., so for example, that restriction is ineffective at stopping "bad things" from being done to a planet in a contested system.
It does however add a lot of needless headaches that don't make sense. For example you can't distribute luxury goods or declare martial law without owning all planets in the system. That can be (senselessly) obnoxious as illustrated in steps to reproduce.
Steps to reproduce the issue.
1. Declare war on the Militant Isolationists with a total war type wargoal (like Colossus) and invade one of their planets (like The Core) in a system with two planets after defeating the starbase.
2. Let the invasion successfully complete without bombarding the planet to kill all the pops etc..
3. Can't declare martial law or distribute luxury goods etc. to help out with the unemployment situation on The Core until you (also) invade Boundary, which takes a very long time due to the huge armies present. Meanwhile a lot of problems happen on The Core because you can't use critical decisions (which doesn't really seem to make sense from either a story or mechanical perspective).
