[3.6.1-Orion] [a6c5] Achievement - Patron (Support the Artisan Troupe for 10 years) is not triggered

Please explain your issue is in as much detail as possible.
Through multiple playthroughs triggering 20+ other achievements, the "Patron" (Support the Artisan Troupe for 10 years) achievement is never activated. (see example_achievements.PNG for examples of achievements that were accomplished while trying to get "Patron" to activate)

Various periods of supporting and ending support to the Artisan Troupe were attempted in a single playthrough:

1. Sponsoring the Troupe, then continuing the sponsorship through the renewal dialog 5 times before cancelling.
2. Sponsoring the Troupe, then continuing the sponsorship through the renewal dialog 1 time before cancelling.
3. Sponsoring the Troupe, then immediately confirming cancelling through the prompt.
4. Sponsoring the Troupe, then immediately implicitly cancelling by exiting the renewal dialog window without selecting an option.
5. Sponsoring the Troupe, using the renewal window to continue for 10 more years, then implicitly cancelling by exiting the renewal dialog window without selecting an option.

Steps to reproduce the issue.
1. Start a game eligible for achievements with diplomacy possible with the Artisan Troupe
2. Establish contact with the Artisan Troupe
3. Sponsor the Troupe for different periods of time without the achievement triggering

I have had the identical issue across multiple games and playing the same version (3.6.1) and also vanilla.

Hey, I didnt even know that was an achievement! I definitely should've unlocked this on my last playthrough but also didn't get it. I'm v3.6.1, no mods, ironman mode, DLC is Leviathans/Utopia/Apocalypse/Relics

I've been playing Stellaris *a lot* on ironman for the past couple of weeks, logging dozens of achievements including some of the crazy hard ones. In every game I support the artists and renew it over and over, yet Patron never pops for me. Is it possible that Paradox broke this in an update that dropped more than 2 weeks ago? Please do take a look at this. Aggravating.
