Please explain your issue is in as much detail as possible.
Tested on Windows.
Entering any valid (or invalid) trigger or effect statement with the console's effect or trigger command causes the game to immediately crash to desktop if the command is executed outside of a running game. While not a priority should the console not catch this error and put up a 'unable to execute <effect or trigger> outside of a running game'?

Steps to reproduce the issue.
1. Launch the game
2. Do not load or start a new game, just open the console
3. Enter an effect or trigger command (can be valid, invalid, have no code at all)
4. Game should immediately CTD
