[3.6.1][a6c5] Designed Leader Portrait BUG ,Exist Since 3.5 Versions

What expansions do you have installed?

Do you have mods enabled?
No

Please explain your issue is in as much detail as possible.
- Any Designed Leader's portrait(Including Starting Ruler) will show as a random one in leaders view page(Leaders Window).

- This BUG first shown in 3.5.x Versions, not encountered this problem before.
Then didn't been fix or notice till now.

- This is the second time I report this BUG, others reported it too, but you just simply Ignoring it.

Steps to reproduce the issue.
Example:
- An electable government (like oligarchy).
- When Election, Let Starting Ruler out of the ruler position.
- Then you will see the problem. Just like the Screenshot below shown.

Maybe related, from modding view, I noticed that saving a leader and showing his portrait in an diplo window is not direct possible anymore. You must specify the species directly.

Not the same situation... but this also pretty bad. I think many people are confused about that too.

Pradox don't want to make improvements in this part(Leader Portraits), then this is it, not requested.
And yet add insult to injury, they make it worse, create such many issues, then keep ignoring it for many versions(That's the problem). I got nothing good to say.

DON'T SAY ABOUT FIX YET, PARADOX DONKEYS DON'T EVEN NOTICES AND RECORDS THIS.
I PLAYED MANY PARADOX'S GAMES, BUT I WILL NOT BUY(PURCHASE BY MONEY) ANY NEW DLC ANYMORE.
VERY DISAPPOINTED.
