AI gets vassalized in a briefest lapse of weakness OR country fleet power calculated incorrectly in some situations

Please explain your issue is in as much detail as possible.
Ai went from overwhelming fleet power to inferior compared to me. A week later it was back to overwhelming. But this brief time window was enough to get them diplo-vassalized by another AI.

Steps to reproduce the issue.
1. look up my save
2. there is a fight going on in Ubogleelt system
3. most of the Mirovandian fleet disengages. This seems to lower their fleet power, even though they haven't really lost the ships.
4. in the few days between disengagement and end of battle, Mirovandia gets vassalized
The fight does not always go the same, so maybe try reloading a few times to see the issue.

Fleet power is always used as it currently is, no matter how temporary the effect might be. You can also temporarily lose a big part of your fleet power by traveling through a system that nullifies your shields.
