Please explain your issue is in as much detail as possible.
AI vassals seem to always value the "Trade empire data" trade action on the sender's side of a trade deal. That is, you can keep trading empire data to the same vassal over and over (for a trade value of 19) in exchange for resources, until you've gotten the vassal to trade away everything it has. Or you can trade it for loyalty or anything else, of course. This seems like a bug.

Steps to reproduce the issue.
Simple repro using console commands (the problem happens without console commands, but this is a trivial way to set up a scenario to demonstrate the issue):

1. Start new game as an origin that gives you neighbor empires (Common Ground or Hegemon)
2. yesmen
3. Subjugate one of your neighbors immediately.
3. Turn off yesmen
4. Initiate a trade negotiation with your new vassal and offer Trade empire data.
5. Do this again and again (say, 10 times) to show that the AI is just always going to accept.
6. observe
7. View the vassal in the observer UI and note that even though it has 99 Intel (decaying from the max very slowly), it's still willing to value Trade empire data when it probably shouldn't.
