Please explain your issue is in as much detail as possible.
The "Grimacing" planet anomaly gives a choice:
1 - add research to the planet; or
2 - add a special project with a 50% chance to change the planet_class

Choosing (2) either does not create a project properly, or creates a project which isn't visible long enough to register and then fails the project.

Steps to reproduce the issue.
1 - Load the attached save.

2 - When the anomaly completes, select the option to create a special project to change the planet_class.

3 - Observe the failure to produce a special project.

4 - Feel bad for the captain of the MSS Jal Turran who was excited to do that project.

Isn't that how the anomaly works? 50% you get a special project and 50% you don't.

No, you should get a project 100% of the time, and finishing the project gives you 50% chance for success.

What is happening here is that the project immediately times out. There is no chance to complete it. There is no chance for success.

It doesn't look like it in the game files and it does look like that is intended.

I don't see how that could result in a time-out error appearing, but if you tell me it's intended, then I'll just need to wait for a dev to agree with you or not.

50% of the time, you get a message along the lines of "the window for terraforming has closed, alas, we can't do it". The other 50% of the time you get a special project that you have to complete quickly or else it fails, but which terraforms the planet 100% of the time when it's done. This is WAI.

Either you had already missed it before you began or you have to race to finish it in the short time you have left.
