[3.6.X][0028]An annoying bug since 3.5 version about leader portrait

3.5.X to 3.6.0

What version do you use?
Paradox Launcher

What expansions do you have installed?
All

Do you have mods enabled?
No

Please explain your issue is in as much detail as possible.
Please attention about this issue:

Example:
- Starting ruler portrait will become a random one in "leaders" view page after this leader character out of the ruler position (like election).
without any mods, it still happened, I tested many times.

I do not know how you guys done cause this bug, this make people really confusing when playing with some portrait-about mods, and breaking the RP game play.
NOT JUST starting ruler, any leader been given an exactly portrait also the same.

You got to notice and get that fix, it already exists for months, since the 3.5 version release.

Steps to reproduce the issue.
- start with an oligarchy country.

- get enough unity then start "emergency elections", chose anyone other than the Ruler.

- open the "Leaders" page, then you will see the problem.
