[3.5.2] (27ef) Changing Ethics before Factions spawn delays spawn, makes their first-month support values display wrong

Please explain your issue is in as much detail as possible.
If you change your Ethics before getting Factions, such as through the Shrines to the Old Gods event chain, you now delay their spawn by another ten years or so. It also causes the initial Faction Support values to display wrong, until the month changes.
Steps to reproduce the issue.
1. Play the game (I was playing as a Megacorp)
2. Try to get the Shrines to the Old Gods Event Chain before 2210 -> Factions are supposed to spawn in 2210
3. Finish the chain before 2210
4. Wait for Factions to actually spawn
5. Note their Faction Support values; they should be over 100% each, regardless of what you've been doing
