[3.4.4] [227f] First contact: Empire says I hacked them even though I did not (existing since Nemesis)

Please explain your issue is in as much detail as possible.
This is a preexisting bug from earlier versions of the game (since at least 3.0.0 and Nemesis). There are several other bug reports that mention this issue, but they are more than a few months old (the last report was on Nov 24, 2021), so apologies for making a duplicate.
You complete first contact with another empire and that empire says you hacked them even if your first contact stance is not cautious and you did not hack them.
This also happens if another empire establishes communications with you instead or if you encounter an empire with the same species.
I have seen this issue on both modded and unmodded saves.
I looked at the game's code to find out what is causing it, but I have had no luck so far. Even making a mod to disable the hacking option for the AI still results in the player being accused of hacking.
Steps to reproduce the issue.
For best results, start a new game and use the "contact" console command to speed up the process.
1. Set your first contact protocols to proactive.
2. Start a first contact event and finish it.
3. Get accused of hacking.
4. Check opinion modifiers via the add_intel console command. You will notice that neither empire has the "Caught Hacking" opinion modifier.
Alternatively, in Step 1, set your first contact protocols to cautious/aggressive, but do not select the hacking option. Your empire will still get accused of hacking anyways.
