[3.4.4] [227f] Federation member leaves right after joining

Please explain your issue is in as much detail as possible.
Upon forming a federation with a nearby nation, they leave said federation only a few months later for no obvious reason.
Steps to reproduce the issue.
1. Load the attached save
2. Send an offer to create a Galactic Union with the Democratic Bacalid Mandate (located southeast of the Terran Free Republic)
3. Unpause the game
4. They will accept the offer of the federation. Let the game run for a few more months of game time
5. They will leave the federation. There is no obvious reason why they would do this, as relations are high.
I did note that a notification came in that the Mandate had subjugated someone in between when I sent the offer and when I received the reply. Thinking this may somehow have triggered the bug, I reloaded the save, waited until the notification passed, then made the offer. I tried this twice and got the following results:
First attempt: Crash to desktop within a few days of making the offer.
Second attempt: Accepted offer, left the federation a few months later. Again, no obvious reason.
