[3.4.3][9d15] Vassals don't immediately support their overlord's proposed resolutions

Note: the mods I use are all achievement-compatible, UI/visuals only.
When proposing new resolutions vassals that have restricted voting don't immediately support their overlord's resolution. Abstaining and then supporting the resolution fixes the issue.
The first screenshot shows the situation immediately after proposing the resolution. The second screenshot shows the expected situation (after the above workaround). Note that the game hasn't been unpaused between taking the screenshots.
Steps to reproduce the issue.
1. Get a vassal with restricted voting.
2. Propose a new resolution.
