Please explain your issue is in as much detail as possible.
AI is consistently sending 0.6K - 1.2K fleets against 2K starbase - leading to easily predictable loss of fleet / ships. Done a few times this weakens AI sufficiently leading to war swinging the other direction.

Steps to reproduce the issue.
Provoke AI to declare a war on you by having weaker fleet than AI, while having sufficiently strong starbases protect your borders. After some time AI is likely (but not guaranteed) to send fleets on suicide run.

can you add a save game with an AI fleet about to suicide?

By the time I made report I have already moved past that point in the game, hence why no save included, but if I notice similar behavioral pattern I will make sure to exit game and upload the save. In general it seems to happen only when I am weaker than AI and AI thinks it has fleet capable of going through my starbase. In this particular case AI declared war while inviting another empire on the other side of my empire for joint attack. Their combined fleets were definitely capable of going through my starbase - problem is that they couldn't combine them due to being on the opposite sides of my empire. I have seen similar things in the past, but it is only now that AI merges fleets that we can be certain it is misbehavior.
