Please explain your issue is in as much detail as possible.
Note: game was played in multiplayer

After I made mercenary enclave and hired the fleet they started producing more ship that are not hired and instantly reassigned their only admiral here.

Steps to reproduce the issue.
- Make mercenary enclave
- Hire fleet (I did it immediately)
- Fleet gets assigned level 3 mercenary admiral
- After enclave produces one more ship they reassign it here leaving your fleet without admiral.

I also have this problem. As soon as you hire mercs, admiral seemingly switching to smaler fleet but doesnt switch back. Your merc fleet basicly is without leader
 
Yep, I've seen this issue as well.

Moreover, there seems to be no way to assign a new admiral. This seems like a serious oversight, because even if you fix this bug, what happens when the admiral dies of old age? You would need a way to assign someone to it anyway.

A lot of stuff about mercenary fleets seems really unfinished to me.
