Please explain your issue is in as much detail as possible.
When attempting to declare war on my overlord, with the independence casus belli, if I invite fellow subjects as attackers the war declaration vote never starts, so the war cannot start.

Steps to reproduce the issue.
[0) Optionally turn on debug_yesmen]
1) Press the declare war button on your Overlord
2) In the war declaration interface, pick "Independence" as casus belli, then invite willing fellow subjects
3) Send the declaration
4) Wait for the voting with other subjects to start
5) The vote never happens (neither fails nor passes, the screen never appears)

The problem remains also with the new hotfix.
