Please explain your issue is in as much detail as possible.
In the horizonsignal_events.txt event akx.9221 (Messenger event chain) there are three outcomes:
akx.9221.a:1 "This has gone too far. Control the outbreak."
akx.9221.b:0 "Control the outbreak, and purge all affected citizens."
akx.9221.c:1 "What was, shall be. Circulate a sample of the agent."
in case ob a and c, some of the pops are given a new trait. But, despite it being the exact same event, the traits are different. It's "make_resilient" for a and "make_intelligent" for c. In the alternative event akx.9211, the same options are given but in both a and c outcomes pops are given intelligent trait consistently.

Also, the akx.9399 event has a ridiculously long mean_time_to_happen of 50 YEARS.
