Please explain your issue is in as much detail as possible.
start game with all default settings and random empire, immediately go to observer, let it run on its own for a while, then inspect empires looking for issues. you may remember me from prior megathreads.

this AI, "play 4" in year 2379, has a massive food deficit and penalties resulting from being out of food. older saves included, plus a later final galaxy state year 2563

hmm, not sure. definitely a weird situation, though. despite being stable for 150 years or whatever, I think this empire went downhill soon after this save.

Looks like they are suffering heavily from criminal branch offices and on top of that they reformed gouvernment into catalytic processing in the late game when they have already filled a lot of their districts

Actually seems to be not the case, rather they started with catalytic processing, and then conquered a neighbor, and then their economy crashed i think
