3.3 beta

What version do you use?
Steam

What expansions do you have installed?

Do you have mods enabled?
No

Please explain your issue is in as much detail as possible.
start game with all default settings and random empire, immediately go to observer, let it run on its own for a while, then inspect empires looking for issues. you may remember me from prior megathreads.

this AI, "play 7" in year 2379, has a massive mineral deficit / fail cascade despite plenty of open mining districts. older saves included, plus a later final galaxy state year 2563

Steps to reproduce the issue.
qa via observer

it just seems to have no sense of balance. massive food excess and half their planets are agri-worlds, meanwhile totally out of minerals. no corrective actions in process.

Thanks for reporting, made some changes such that AI will sell larger quantities of resources on the market and be more active in buying.
Bug regarding farming was due to agrarian idyll civic.
