Please explain your issue is in as much detail as possible.
While conquering enemy planets I discovered that they had a weird specialization setup. 3 of the AI planets had the artisan specialization, but a mega forge building on them. A forge world however did not exist. The capital had 0 industrial districts. Other than that there only was another energy focus world, also without industrial districts, so the only source of alloy income this empire receive was from those mega forge buildings, which the AI built on each of its planets.

Steps to reproduce the issue.
Look how the attacked ai empire specializes its planets in the attached save. See that mega forge buildings are its only source of income (botein system, that belonged to a former vassal, which the ai integrated shortly before i made the save has the exact same issue, showing that the AI tends to do this in general). See that no special artisan building was built. Notice, that the AI did not specialize buildings, but rather spread them evenly throughout its empire.

nice report hart, I noticed unemployment on a lot of planets but I realize there are already known issues fixed on that (specialty pops and also luxury housing), so I didn't look to see if the planets themselves made much sense.
