Yes, but this issue exists without them.
Please explain your issue is in as much detail as possible.
Systems that are 4 jumps away from a sector capital are sometimes not added to the sector. Probably because there are multiple paths between the capital and the system in question, some which are 4 jumps or less and some of which are 5 jumps or more, so the code gets confused.
In the screenshot attached, "Eye" is the capital of the sector (and of the empire as a whole) and the system "Shashamar" is four jumps away (Eye -> Monboth -> Blondei -> Bajiol -> Shashamar) but is not added to the same sector when it should be. My guess is it is calculating distance by some other route (eg. Eye -> Monboth -> Blondei -> Kosk -> Witris -> Shashamar), which is less than ideal.
