[3.1.1] Looping AI fleets stuck

Please explain your issue is in as much detail as possible.
Observe the following fleets of the Commonwealth of Man:
- In the Deres system, Strike Force Minotaur is oscillating between heading to the Zosma system, and entering the orbit of Keresia
- In the Sastram system, Transport Fleet 1 is trying to enter the Hyperlane to the Zosma system, but every time it’s about to, it changes orders to “Following Strike Force Sphinx”
- In the Pentarum system, Strike Force Sphinx is oscillating between moving to the Deres system, and moving to the Zosma system
The impression I get from this behaviour is that there’s a web of dependencies that are updating in a loop.
ie. Fleet 1’s orders change because of Fleet 3, which changes Fleet 2’s orders. Fleet 2’s orders cause Fleet 3’s orders to change, which again causes Fleet 2’s orders to change again. So they just end up stuck in a loop.
Steps to reproduce the issue.
- Load up the savegame, activate Observer mode
- View the systems / fleets described above to see the looping behaviour

ie. Fleet 1’s orders change because of Fleet 3, which changes Fleet 2’s orders. Fleet 2’s orders cause Fleet 3’s orders to change, which again causes Fleet 2’s orders to change again. So they just end up stuck in a loop.
