Please explain your issue is in as much detail as possible.
I was able to significantly overbuild the federation navy, far in excess of the cap it should have had. I am in a Trade League federation, the Fleet Contribution law is set to medium, setting the fleet cap at 400. So far so good.

Except... This being the lategame, I had a big fat stack of 70k+ alloys sitting around and nothing to use it on, so I proceeded to dump all my resources into just building federation ships at the shipyard. At this point the federation fleet was at about 354/400 capacity due to some losses in combat. The federation ships in question were all battleships, and I just spam-clicked with the game paused until I was out of resources, then proceeded to buy up alloys on the market until I was out of everything, and spammed some more.

The net result: federation fleet with 800+/400 fleet cap used once all ships have been built. Exceeding even the GDF armada.

I had noticed earlier that the AI managed to slightly overbuild the federation navy cap, but had that written off as an odd interaction not worth taking note - seems I was wrong.

Steps to reproduce the issue.
-Have an almost-full federation navy, with some capacity to spare (enough to build all kinds of ships)
-Have a massive stash of alloys (and other requisite resources) to dump into building more federation navy ships (needs to be sufficient to build significantly more ships than the cap would allow, all in one queue action)
-Dump all alloys into producing the ships
-Observe the game letting you queue ships until you run out of resources
-Proceed to have a massively swollen federation navy once all ships finish production
